For those, who prefer "exotic scenes" and takes their music happening outside the Anglo-American area, there is an old number of Exotic Underground zine, which I get from Fred from Darbouka rec. You can find it here for example femi-punk from Poland (PIEKLO KOBIET), metal from Mexico (ANARCHUS), or  punx from Colombia (POLIKARP Y SUS VICIOSAS) + reviews on the records of bands from China, Singapore and Russia.
